You missed the point… point to have low rank officer would be to “investigate” but since that was not the Indian intent so they lost the interest.

Point was that the evidence was already there and the ISI chief was requested to view the evidence and take action on it. What is the requirement of a low rank officer. Is your chief incapable of understanding the evidence.
