**Indians pray, cry for Pakistan quake victims

KOLKATA (Reuters) - Hundreds of people joined an emotional prayer meeting in West Bengal on Thursday to mourn the victims of last week’s earthquake that killed thousands in Pakistan.

Muslim, Hindu, Christian and Sikh priests read from their holy scriptures, sang hymns and lit joss sticks at a Catholic church in Kolkata, in the memory of the people killed by the quake centred in Kashmir.

“Our hearts go out to all of those who lost their lives and our condolences to their families,” Idris Ali, president of the All India Minority Forum said.

“We specially prayed for our bereaved brothers and sisters in Pakistan.”

About 300 people attended the prayer meeting, some of whom were visibly distraught and moved to tears when speakers mentioned the plight of the earthquake victims.

Ali said they were collecting donations and relief materials to be sent to the affected regions.

Relations between India and Pakistan have mostly been hostile due to their rival claims over the Himalayan region of Kashmir since the subcontinent was divided and Pakistan created at the end of British colonial rule in 1947.

The neighbours have fought three wars so far and India-Pakistan ties arouse strong emotions among people on both sides of the border. Fresh moves launched in 2003 to make peace have, however, warmed ties.

The weekend earthquake killed 23,000 people in Pakistan and another 1,200 in Indian Kashmir. New Delhi has sent a plane with 25 tonnes of relief materials to Pakistan while some Indian firms have offered to donate money and medicines.

New Delhi, Oct 13 (ANI): Prime Minister Dr Manmohan Singh today made a formal appeal for generous contribution to the Prime Minister's National Relief Fund for assistance to the earthquake victims in the subcontinent.

Following is the text of the Prime Minister's appeal:

***"People across the Indian sub-continent have felt the pain and anguish of those who have lost their loved ones and their livelihoods in the earthquake that ravaged Jammu and Kashmir, on both sides of the Line of Control, and parts of Pakistan.

Neither nature's fury nor human compassion recognise political boundaries. It is in our culture to help one's own and one's neighbour in an hour of need.

The Central Government is extending all co-operation and assistance to the Goverrnment of Jammu and Kashmir to provide relief and enable rehabilitation. The Government of India has also offered help and assistance to the Government of Pakistan.

I am sure Indian civil society will step forward and contribute to the relief and rehabilitaton effort. I appeal to every concerned citizen of our Republic to donate generously to the Prime Minister's National Relief Fund to help us help those in need-Manmohan Singh". ***(ANI)

India to send more relief supplies to Pakistan tonight

New Delhi, Oct. 13 (ANI): India is sending a second consignment of relief supplies to Pakistan tonight.

The Ministry of External Affairs has said that the 82-ton consignment comprising 5000 blankets, 370 tents, 5 tons of plastic sheets and 12 tons of medicines will be sent by a train through the Attari-Wagah route.

Earlier, 25 tons of relief supplies, including seven trucks of medicines were sent as relief by an Indian Air Force (IAF) IL-76 MD transport plane on Wednesday. It was the first aid plane to land in Pakistan after the 1971 India-Pakistan war.

Defence Secretary Shekhar Dutt said that by sending the relief materials, India was expressing its solidarity with the people of Pakistan in their hour of need.

Aids are continuously pouring from across the world after Pakistan President General Pervez Musharraf sought international help in terms of medicines, blankets, tents and helicopters to cope with the countrys "biggest tragedy"

US President George W. Bush on Wednesday praised Prime Minister Manmohan Singh for taking the initiative to help Pakistan with relief materials.

Singh, who also spoke to General Musharraf to express India's concern at the massive devastation left by the quake, and said that India had the capacity to provide whatever help Pakistan needed at this hour.

Musharraf has expressed gratitude to the international community for offering and extending help to his country at this hour of crisis.

Recalling that Indian Prime Minister Dr Manmohan Singh had called him and offered all possible assistance, he said: "We express our gratitude to him and we have accepted Indian aid in a certain form."

The October 8 earthquake measuring 7.6 on the Richter, with its epicentre near Muzaffarabad killed more than 40000 people in Pakistan, besides injuring several thousands. More than 1300 people were killed in Jammu and Kashmir.

Rescue efforts are being carried on in the mountainous areas to reach the several hundreds of survivors still believed trapped under the rubble and rendered homeless due to the quake. (ANI)

:( I felt really broken after the Tsunami and the Gujarat earthquake. But somehow this tragedy brought me to tears. Seeing so many children die in schools is just heart rending. My family is actually from the Himalayan region and I can relate to the mountain communities. This is just tragic. In my heart I cannot wish anything but the best for the afflicted whether on the Indian side or on the Pak side.

That’s all fine and dandy. Unfortunately Kashmiris are suffering on Bharati side of Kashmir. How many pledge calls were made to NGOs? 10 (That is ten). Even though the loss on Bharati side of Kashmir is lot less, still the suffering are enormous. Here is a proof of what I am saying.

Kashmir quake - do Indians care?

Two major aid agencies in India have told the BBC they have seen a significantly smaller initial response so far from the Indian public to the recent devastating earthquake in Kashmir.

They say the public response to the quake has been much smaller than to other recent disasters such as the tsunami last year and the Gujarat earthquake in 2001.

In the aftermath of the Asian tsunami and the Gujarat earthquake, there were widespread reports in India of an outpouring of public support.

It ranged from personal donations to volunteers heading for affected areas to give practical support.

‘Indifference’

Since news broke of the Kashmir earthquake, the public response within India has been more subdued.

A spokesman for Oxfam in India, PJ Chacko, told the BBC that after the tsunami he received hundreds of phone calls offering help.

Since this earthquake, he’s only had about 10, he said. Unsolicited donations to Oxfam after the tsunami reached about a hundred thousand dollars in the first few weeks, he added.

“Assistance was pouring in like anything,” he said. “But this time, it’s not attracting that much.”

The head of the International Federation for Red Cross and Red Crescent Societies in India, Azmat Ulla, had a similar story.

“During the tsunami, I saw people coming into our headquarters handing over cheques,” he said. “But [this time] I haven’t really seen it.”

On Tuesday, a separatist leader in Srinagar, Mirwaiz Umar Farooq, said he was upset by what he described as “indifference” in India to the earthquake.

Compassion fatigue

But if the public response has been muted, there may be less sinister explanations.

The scale of the disaster is clearly smaller. Fewer than two thousand have been killed in Indian-administered Kashmir. In the tsunami, many thousands from India died.

Also, much of the public’s attention has been focussed on Pakistani-administered Kashmir where casualties have been far greater.

“The level of sympathy may have suffered by comparison with the Pakistani side,” PJ Chacko says. The Pakistan embassy in Delhi has now opened a special bank account to process donations.

Some analysts also suggest there are fewer informal connections between Indian-controlled Kashmir and mainstream India.

Tourism has improved recently, since the launch of the peace process, but the region’s image has suffered because of on-going militant-related violence and security concerns.

The fact that Indian-administered Kashmir is heavy militarised - as well as the remote, inaccessible terrain - may deter people from travelling there independently, as they have to disaster-struck places in the past, such as the Gujarat earthquake in 2001.

“In Gujarat, you could take a car or jeep, load it up with relief goods and drive to it,” said Azmat Ulla. “This is a more militarised area, with more army personnel.”

There may also be an element of compassion fatigue, he added. The media has continued to focus attention on the plight of survivors of the tsunami.

‘Clear image’

India has also seen severe flooding in states like Bihar and Assam.

Not as many people were killed but an estimated 20 million affected, he said.

“India is one of the most disaster-prone nations in the world,” Azmat Ulla says.

Accurate information about affected areas has also been slower this time.

“In Kashmir, even today, it’s still not clear how many villages and people have been affected,” said Oxfam’s PJ Chacko.

“There still isn’t an overview of the destruction. So we’re not projecting a clear image to the public,” he said.

Others have suggested the fact the last two days have been public holidays in India, with many people away, may also have dampened down the public’s response.

I find that to be the same with most Indians, they just ignore everything that goes on there in general… Still, the article does make the point that for a country that experiences so many natural disasters, this is just a drop in the bucket… I mean, the casualites on the Indian side were relatively small…

Anti - Just by copying and pasting articles a dozen number of times you are are crying yourself hoarse and dont understand the dynamics of the country country called "india"
When the gujarat earthquake happened there was a concerted effort by the ordinary Indian to render aid to the affected. Here the magnitude of the quake is much lesser and people already have donated so much to relief efforts in the recent past.
There is also the fear that the money would fall into the wrong(separatist) hands. Any Indian would willingly donate money fulling knowing that only a percentage of the money would reach the right hands provided the people getting the money dont harbour hatred for a country called "india"

Shall I tell you that Modi Govt of Gujarat has also sent a major releif material to J&K but you look for very selective news items.

The BBC news item is correct only up to the point that Indian Aid agencies are always very slow and useless during any natural disastor, but if indians are ignoring the pains of J&K is wrong.
