Contrary to widespread belief Punjab had no say in Pakistan till mid 80’s with the rise of sharifs. Unionists who were ruling Punjab prior to independence didnt want to join Pakistan. The leaders of Muslim league knew that there would be no Pakistan without Punjab, hence they convinced the unionists in the end, but Punjab was among the last to enter the fray. Punjab has suffered the most due to partition, millions killed in 1947. Indian Punjab divided into three provinces, now Pakistani Punjab might be divided into 3-4 provinces, loss of language, culture and identity.

The punjabis did have a say through the military rule of ayub khan, even if he was a pathan or not (some consider him fake). Btw, how is dividing into 3 provinces mean a loss of identity? I think that a southern punjab and bhawalpur province would actually promote seraiki identity.
