12 killed in fresh attacks in northeast India

GUWAHATI, India (AFP) - At least 12 people were killed and seven wounded in a fresh bout of militant violence in India's restive northeastern state of Assam, police said.
Six heavily-armed militants belonging to the outlawed National Democratic Front of Bodoland (NDFB) descended on Jalabela village in western Assam and began firing indiscriminately on a group of people waiting in the village square on Tuesday, Dhubri district police chief L.R. Bishnoi told AFP.
It was the fourth attack by NDFB rebels in the district since Sunday.
Dhubri lies 280 kilometres (173 miles) west of Assam's main city Guwahati. The fresh attacks took the death toll in past few days of violence in the northeast, which has two dozen militant and separatist groups, to 81 with 217 injured.

Yes, there are 'seccessionist movements' in the north-eastern parts of India. As with such movements all over the world, if not brought to a halt either way - successful or unsuccessful, chaos results and the common people on whose behalf seccessionist calls are made are the utlimate sufferers.
For those of our Pakistani friends who take glee in the NE movements, just a thought.. A major reason (not the only one) behind these movements by tribals in the NE is the fear of being swamped by 'outsiders', be it Assam or Nagaland or Mizoram. And, a big chunk of the 'outsiders' in these states are illegal Muslim immigrants from Bangladesh. Hence though the 'war' is supposedly against the Indian state, the real enemy for the tribals are muslims from Bangladesh, not because they are muslims but because they are outsiders.
Most of the Bangladeshi refugees have managed to obtain voting rights. For the Congress and other ruling parties in the NE states, they constitute a solid vote bank. For some like the communists, this is a HR issue and hence they don't want steps to send out Bangladeshis back. Realistically, for India, it is not a practical proposition to send them back. India hence has to live with the discontented tribals there.
Please remember that I said that this is one of the major reasons, not the only reason.
