According to recent survey on literacy, they found out that India has the largest number of illiterates in the world.

India has to take a reality check on this before competing with US and China.

India should also empower it’s Muslim population, by increasing literacy.

India has only 8-9% of its relevant age group enrolled for higher education, very much lower than in developed countries. At the primary level, India has about 41 million illiterates in the 7-13 age group and 16 million illiterates in the 14-17 age group; they account for about 27% of the total population of the relevant age groups. Women illiterates far outnumber men and the traditionally backward scheduled castes, scheduled tribes and Muslims (accounting for about 47% of India’s population) have a higher share of illiteracy.

It is important to recognise that there is a problem. As per census 2001, the share of graduates in the 20-24 age groups is 8%. In the scheduled castes, this falls to only 2.3% of the population, and 3.6% of the population for scheduled tribes. Only 4% among Muslims. It rises to around 10% for caste Hindus and 11% for Christians.

Literacy: Pakistan low achiever in region

ISLAMABAD, Nov 30: Lack of national and political commitment to education was cited as the major reason for the country’s bad performance in the sector at a forum held here on Wednesday. It was the first meeting of the parliamentary forum on literacy held under its convenor Senator Razina Alam Khan. Set up as a non-profit organization by concerned members of the National Assembly and the Senate, the forum is supported by Unesco.

A working paper read at the forum showed Pakistan as low achiever amongst the regional countries.

Countries like India, Indonesia and Bangladesh who were no better than Pakistan in the 1980’s have left us far behind, as they have invested heavily in literacy and basic education. Their literacy rates range stand at 70 per cent, 67 per cent and 56 per cent respectively,” the paper observed.

In contrast, Pakistan’s literacy rate is 53 per cent, lowest among the nine most populated countries of the world and second lowest in SAARC.

Until 1983, budgetary allocation for education did not exceed 1.5 per cent of the GNP against the Unesco-recommended figure of 3.2 per cent for an average developing country and 4 per cent for a model developing country.

Successive governments did initiate high-sounding policies and programmes but none were implemented in letter and spirit. The Education Policy 1998-2010 envisaged opening 2,70,000 non- formal basic education schools/literacy centres but only 70 per cent are expected to come up by 2010.

The paper noted that the country lacked robust institutional framework for implementation of literacy programmes.

“This is a unique predicament as no developing country could be oblivious and negligent of a proper national institutional infrastructure for implementation and monitoring of its literacy programmes,” the paper underlined.

It also criticized the low level of coordination between the federal and provincial governments as far as the literacy increasing programmes were concerned.

Senator Razina Alam declared on the occasion that the main objective of the forum was to remove illiteracy and provide free and compulsory education with minimum possible time as stipulated in the Article 37(B) of the country’s constitution.

Whats wrong in accepting a problem. But the point to be noted is the highest number and not the percentage.
I believe that there has been progress, but we need to do a lot more.

I do also get into this thought process of comparing with Pakistan mode. Though comparing us with Pakistan isn't right......
You need to keep looking ahead in life, the day we will be behind Pakistan, we should look at Pakistan and figure out what they are doing right...
Today we are behind China and we should look at China, US, and many other countries and see what they are doing right and how we do that to reach there.......

i think the government has started looking into these social problems even more seriously. this was palpable when the recent economic budget was presented in the parliament.
