Now, I am afraid, you are talking all garbage (no pun intended) , this kind of rhetorical talk may give you a round of applause, but in practice - it is what I call --- "beautiful nonsense".

Please don't be angry my fellow member. What exactly is impractical about the suggestion that you stuff your garbage in a bag and toss it in when you see a garbage can (instead of spreading it all over as you said you had to)?
You did that yourself and then blame the people of India whom you referred to as the half illiterate population.
In Thamizh we have a word for this "asadu" - I don't know how to translate it. But I don't want to call you that or any names because you are mostly right when you cite factual observations but somehow completely go wrong in the conclusions you draw based on those facts!
