One of them was named, India. Who is the other? We know it isn't China so it has to be Iran. That would be ironic since the Pakistani masses are in love with the idea of their "bhais" in Iran getting nuclear weapons (as if that somehow is good for Pakistan) because of a naive belief in the anachronistic "ummah" idea. Apparently while Pakistanis scream "ummah! ummah!" their "bhais" in Afghanistan and Iran are stabbing them with a knife...
If this is proven, sanctions should be placed on these governments by the international community for sponsoring terrorism.
