Some of what you're saying is correct, there has to be in-house discipline as well. But that does not excuse external forces of their support for militants and terrorism. India is known to have a track record (which they btw boast of now) of adding fuel to the fire, and then taking advantage of it at the cost of regional terrorism.
West Pakistani politicians may have acting arrogantly and then threw Armed Forces at East to resolve issues, but India no-less was a main culprit, and has remained so since long before in the regional affairs. There isn't a single neighbor in the vicinity who is not sick and tired of Indian sponsored terrorism whether it be Sri Lanka (LTTE) or Afghanistan (Northern Alliance), or Pakistan (TTP).
In the name of house-cleaning, we cannot overlook other culprits who are a main factor in the chaos.

Why would India be interested in de-stabilizing Pakistan? What does India gain with Pakistan in chaos?
Why would the Pakistani Taliban be taking their marching orders from Hindu India?
Why would the Taliban be taking their orders from India and yet the Pakistani Taliban attacking Pakistan while their Afghan Taliban attacking US, NATO and Indian Embassies?
Is there any proof of Indian involvement in these activities?
From what I know there is none, and Pakistanis just use India to hide behind instead of confronting their own failures.
