Punjab has signed 18th amendment according to which during crises the provinces which produce a commodity will have the first right on that, since Punjab only produces 5 % of the gas it is not getting anything now. While signing the 18th amendment the sharifs were more interested if the third time prime minister clause is removed, I don’t think they thought about the consequences if the remaining package. The sharifs are fully responsible for what ever is happening in Punjab now.
