ISLAMABAD: Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan has wished for a meeting with Prime Minister Nawaz Sharif and Chief of Army Staff General Ashfaq Parvez Kayani before holding the All Parties Conference (APC) to know about Pakistan’s understanding with the United States on the issue of drone strikes and counter-terrorism.

“I again want to put forward my request for a closed door meeting (with Sharif and Kayani) to ascertain all the facts before a more public APC is held to formulate a holistic counter terror policy premised on facts, and not mere political rhetoric once again,” Khan said in a statement on Thursday.

Khan said that it was imperative for the present government to inform the political leaders about the nature of their understanding with the US.

“Is the IMF package part of the understanding with Pakistan in the War on Terror?” Khan asked.

He said that the people also wanted to know whether the military was on the same page as the civilian leadership, because no dialogue on counter terrorism can proceed successfully without this clarification.

“It is essential to know why the Interior Minister was ‘shocked’ to make this discovery. I therefore request for a closed door meeting to precede any APC,” Khan said.

Interior Minister Chaudhry Nisar Ali stated last month that the entire security apparatus along with security agencies had failed to curb terrorism in Balochistan.

The reason for the requested meeting was to simply get to the truth about the government and the military’s prevailing commitment with the US on its war on terror and drone attacks and the position of Intelligence Agencies on sectarian terrorism, Khan added.

“I realised that perhaps the facts cannot be stated in a large open forum like an APC because of national security, but at the same time it is essential for the political leaders to be apprised of these facts regarding the extent of the commitments still given to the US as well as the reasons behind the continuing sectarian terrorism.”

The PTI Chairman said that three APCs had already taken place but since the previous government had continuously lied to Parliament and the people on the understanding with the US, nothing had been achieved beyond rhetoric encompassed resolutions that were discarded almost as soon as they were written.

The PTI Chairman had previously asked for a meeting between Premier Sharif and General Kayani two months ago.

IK has put plainly the reasons which distract him from APCs that now take place ritually. Ground realities clearly indicate that the security managers of the country and political leadership are not on the same page when it comes to dealing with terrorism, whether it is external, internal, political or sectarian.

Khurshid Shah should also be included in this meeting because he represents the second largest party by seats. I think this close-door but open-heart meeting of the big four would have far-reaching effects on whatever strategy is eventually adopted.

Why IK+NS+Kayani only? IK is not the opposition leader, nor PTI holds 2nd largest mandate so why does he want a meeting of the three only?

It should be a select few, maybe four CM's, PM, Interior Minister, Imran Khan, Khurshid Shah and Fazl/Munawwar Hassan. From the armed forces it should be the COAS and chiefs of all intelligence agencies. Imran Khan should be there as his party is running the province which is bearing the brunt of this war.

Its probably his way of suggesting that the two NS and Kayani (Fed. govt. and army) need to include major parties. Its obvious he can only speak for himself. No other party is speaking up on this issue as vigorously as PTI. That's what I guessed.

**Again IK has shown that he is immature and not ready for the politics in Pakistan.

1.Previous government had suffered a lot on this account. I wonder if Kyani, ISI and his generals will ever agree to that. What if difference of opinion on war on terror and drones come up in the meeting? In that case Kyani has the upper hand hence status quo will result in waste of time. Before this meeting, Army should agree to work under PM and in the meeting it should be prerogative of PM with consensus of other major political parties to decide not the army general.

  1. leaders of All major political parties should be in that meeting. Why IK is insisting only his presence? It is not KP only, Baluchistan and Sindh have also been severe target of terrorism. Perhaps more people have died in Sindh particularly in Karachi and in Baluchistan.

ISLAMABAD: Pakistan Tehrik-i-Insaf (PTI) chief Imran Khan on Thursday urged the government to hold a closed-door meeting with Army chief Ashfaq Pervez Kayani prior to holding an all parties conference (APC) to formulate a counter-terrorism policy.

Khan, who is the chief of the ruling party in northwestern Khyber Pakhtunkhwa province, said it was imperative to get facts on the table regarding the government and military’s understanding with the US on war on terror and drone attacks and the position of the intelligence organisations on sectarian terrorism.

Khan said the closed-door session between himself, Prime Minister Nawaz Sharif and the Army chief should precede a public forum such as the APC

“Facts cannot be stated in a large open forum like an APC because of national security, but at the same time, it is essential for the political leaders to be apprised of these facts,” said the PTI chief.

The PTI chief said it was important to first bring the military on board as the Pakistani Taliban have also stated that dialogue would only be worthwhile if the military was also on the same page.

He also said that it was imperative that the government explain the nature of its understanding with the US.

“Is the IMF package part of the understanding on Pakistan remaining in the war on terror, for instance? We also need to know whether the military is on the same page as the civilian leadership, because without this clarity no dialogue or any other kind of agreement on counter terrorism can proceed successfully.”

He said Khyber Pukhtunkhwa, which is bearing the brunt of the terror attacks, cannot effectively deal with the law and order situation unless all the major Pakistani stakeholders are on board.

The closed-door meeting is important “to ascertain all the facts before a more public APC is held to formulate a holistic counter terror policy premised on facts on the ground, not mere political rhetoric once again,” he said in the statement issued by the PTI secretariat.

“Until talks are not held on the basis of truth, peace cannot be established in the country,” he added.

I wonder why people are implying he wants 'only' himself to be present. He can only request a meeting on PTI's behalf. Who should be invited to the meeting should be decided by PM.

It seems that the other major opposition leaders are at the moment very busy securing the loot and plunder of 5 years in 'service' or trying to impress scotland yard with shows of power in Karachi. If Nawaz Sharif wants to invite PPP leaders, he might as well announce that 10% of the income generated from the meeting would go to those participating.

Civilian supremacy is not just his dream, its also PMLN's and PPP's dream. And if we ever want to accomplish that, we have to start somewhere.

btw, you just contradicted yourself in second statement. This is exactly what IK is asking for what you just said.

Like kakaballi said in last post, he does not want himself to be there. But the thing is that all other parties (PPP, JUI, ANP, MQM) could not make the difference in last tenure. Yes they should be in APC but a secret session should be with representatives of PMLN (federal, balochistan, punjab) & PTI (KPK).

For sindh, yes PPP should be there but not MQM.

He is excluding Sindh and Baluchistan, which indicates immaturity and stupidity on his part. He should have said that Kyani should also attend APC and clearly say what army of Pakistan policy is on drones and about maut ke saudagar. There should be no secret before people of Pakistan. Instead some foreign agency open out secret like OBL f up and humiliate PA, they should treat Pakistani as their own people rather than bloody slave civilians.

It's actually PTI's policy that the army must give them a special brief over the security situation in KPK since they are a totally new party to govern an extremely troublesome region. Hence the view that it is essential that the local government is taken into confidence and with that there also has to be some mutual understanding and agreement with the federal government as well. I don't know why people are acting so surprised, I've been hearing that since last two months.

It only makes sense...as the army is directly involved in operations in KPK, and its being done under fed policies. KPK is the province most affected by terrorism. Whats happening in Karachi is political and criminal feuds....and in Baluchistan, its primarily sectarian.
Its about time questions are asked and answers are given. I thought N-league had an upper hand on the army, as they were rejoicing over the fact that Kayani came to visit NS before he even took oath as PM. So now is the time to put your money where your mouth is, and spell out the policy that the fed and army is following in KPK in particular, and in Pakistan in general, so that whatever is talked about in an APC has some substance.

Political and criminals feuds in Karachi, and sectarianism in Balochistan, are just SOME facets of problems. The fact is that Taliban extremist factor is present in both areas at a scale comparable to that in KPK.
So Imran calling for meeting between PM, COAS, and himself is nothing but his well known arrogance. He is not even the opposition leader but he thinks of himself to be a PM already. He is so full of air that he will explode one day.
Another manifestation of his 'I, me, and myself' kind of attitude is when he gave the victory speech after World Cup triumph.

Imran’s negotiations with Taliban will be no different than surrender of Pakistanis nation. Imrn is no extermist. He is a racist who sees Taliban as his Pashtun brethren.

Any army action taking place right now is in KPK.....taliban's resting and regrouping place is in KPK and FATA...drones are hitting KPK/FATA....so it only makes sense that the representatives of KPK sit down with the army and fed in order to understand whats even going on to begin with.

Karachi has been burning under MQM and PPPs fire for a very long time now....and they have merely provided a nice hiding place for criminal and terrorist elements. Blaming Imran would satisfy MQM's ego, but Imran is not the problem. For Karachi, you know very well what, or who the problem is. Imran is the one guy who emphasises on team work more than anything else...unlike other parties, where puppet rabita committees are put forth to do someone's bidding, and all decisions are either made in Londone, Dubai, Clifton or Raiwind.

You are saying that Karachi is merely a “hiding place” for Taliban. That just shows how far away you are from reality.

There was a time when ANP was ruling every Pashtun-dominated area in Karachi. But now their office bearers are being killed all the time by Taliban. Most places are now under Taliban rule with their own rules.

But a dramatic upsurge in violence and target killings over the course of 2012 has driven the ANP activists out of these Pakhtun-dominated areas.

The tale of Manghopir
The rugged hill range of Manghopir, on the outskirts of Karachi, is home to one of the city’s oldest shrines and the Sheedis, an ethnic community which calls itself descendants of African settlers. Over time, the myths surrounding the Sufi saint buried there, the purportedly curative powers of the area’s springs, the crocodiles and the hash-scented annual urs and the Sheedi mela have fused to create a powerful cultural meme. Till now, that is.

According to locals, a few months ago residents of the Pashtun-dominated ghettos in the area — Kunwari Colony, Pakhtunabad and Sultanabad — were served with handbills warning them to keep their women at home. (There are also unverified reports of public flogging of some women for the offence of leaving home without a male escort.) And, the results were almost instantaneous.
“If you visit the Thursday bazaar near Sultanabad, you can see the effect the Taliban re having,” says a police official whose last posting was in that area but is too scared to talk on the record. “Till a few months ago, the bazaar was mainly frequented by women. Now the number of Pakhtun women visiting the bazaar has dropped by at least 50 per cent.”

Even non-governmental organisations working for the uplift of communities in the Taliban-dominated areas are feeling the heat. According to a report released by the World Health Organisation (WHO), the outreach for the polio immunisation campaign was the lowest in Gadap Town. “The target was to cover 95 per cent of the area… whereas, only 67 per cent was covered,” concluded the report.
“Rule number one is that you can’t work in these areas wearing jeans and T-shirts,” says Rana Asif, a child rights activist, who is plugged into the social services community of Karachi. “Be it a healthcare awareness programme or education, the outsiders are under a constant threat and it is getting tougher by the day. People are wrapping up their projects in the areas infiltrated by the Taliban.”

As in the pre-operation Swat, there is word about CD shop owners and barbershops in Manghopir having received threats. “We have lost Mangophir; it’s become Waziristan,” says Abdullah Baloch, an activist from the Sheedi community who was born and raised in the area. “We’ve been living here for centuries; my forefathers are buried here. But now, Mangophir has been overrun by outsiders and their law prevails.”

Baloch is an exception in Manghopir; no one else is willing to point a finger at the Taliban and certainly not on the record. “They keep their eye on each of us; I wouldn’t be surprised if they’re tapping our cell phones even,” drawls a cynical resident. “And when they decide [that we have committed an offence], they don’t talk. They just come and shoot.”


You should also know that many sectarian attacks which happened in Karachi were done either by Taliban or by one of their affiliates. For example, the takfiris who were captured for Abbas Town massacre were Taliban from Sohrab Goth area.

So Karachi is not just a resting place for Taliban anymore. Yet Naive Khan would want only himself to be a part of solution to Taliban problem.
If he thinks that he needs to be there because his party represents KPK then PPP/MQM needs to be in that meeting too, along with Balochistan representatives.
