Does anybody know the importance of reciting Surah Baqrah 7 times at the time of death or right after someone has died?
Is there any reference for it?

No. I think as per some ahadees, it is advised to recite Surah e Yaseen at the time when someone is dying. The meaning and topics (life hereafter) covered in Surah e Yaseen got link with such advice. But for Surah e Baqarah, I don't find any relevance, as it does not cover these topics in that detail. Surah e Baqrah is about Sharia rules (from fasting to financial matters like lien and interest).

I heard that last ayat or last roku of Surah Bakrah is beneficial if recited or read before sleeping in night…

There may be some ahadees related to particular parts of this Surah which is advised to be recited before the dying person. If I'm not mistaken, the incident of Hazrat Uzair (AS) and his donkey and also Hazrat Ibrahim (AS) and birds are mentioned in Surah e Baqarah. Even the incident of Bani Israel's cow got relevance with the life hereafter.

In Musnad Ahmad, Sahih Muslim, At-Tirmidhi and An-Nasa'i, it is recorded that Abu Hurayrah said that the Prophet said,
«لَا تَجْعَلُوا بُيُوتَكُمْ قُبُورًا فَإِنَّ الْبَيْتَ الَّذِي تُقْرَأُ فِيهِ سُورَةُ الْبَقَرَةِ لَا يَدْخُلُهُ الشَّيْطَان»
(Do not turn your houses into graves. Verily, Shaytan does not enter the house where Surat Al-Baqarah is recited.) At-Tirmidhi said, "Hasan Sahih.
and as per my knowledge at the time of death kalma should be recited, after that you can pray for maghfarat

Last ayaats are to worthy, but i haven't listened or read till yet the fazilah for recieting surah e bakara 7 time of specific timings.
please really take care regarding to Islam, if you dont have knowledge about Islam, please try to avoid saying anything which can go against to the teaching of Islam.
