Brother there are several good books, read "Islam ka Nizam-e- Siyasi" by Maulana Sayyid Abul Ala Maududi. Very good book.

The best book on this subject is Nizam al-Hukm fil Islam - by Taquiudden an-nabhani - Hizb ut tahrir. I hope this is of help.

Of course the Qur'an is the most significant book on ruling, the book quoted is merely a study based upon the Quran and sunnah. But you are right that unfortunately the Muslim rulers have not bothered referring to the Quran for there source of legislation but will rather except ruling by zulm.

Well basically I would suggest the Quran as the best book, as it is no doubt the word of the All-Knowing, All-Wise.
However, as Sayyid Qutb puts it, We must read the Holy Book with a great desire to get knowledge and wisdom and understand what Allah (swt) is really saying to us → the way the companions used to ponder on the Quran.
Also, one must not only rely on his own smarts but also try to learn other people’s point-of-views and interpretations on the subject, ofcourse usually with a grain of salt and not just fall for what the other says neither should one totally reject a person.
This is what the prophet has taught us, we msut go to lawful extremes in search for knowledge and wisdom as we were told by the Prophet (pbuh) to even travel to China in quest for knowledge.

It is a complete book on most of the Islamic laws, it also includes a chapter on the Khalifaa controversy. Personally I haven’t read this book yet but will do so soon InshaAllah.
