Have you ever tried putting the toys in time out? This has worked pretty well for my rugrats. The other thing we did is set three main rules that must be obeyed - no serious backtalk, no hitting, and no major verbal squabbles (excessive shouting) with the siblings. We posted the rules clearly, then I bought a referee's whistle. When it gets out of control, I blow the whistle, and ask if they want to mediate (work it out), or arbitrate (I punish them -usually time out or cleaning - my oldest son has to scrub the dining room floor).
Funny thing is, I rarely need the whistle anymore, and they usually work it out themselves, cause no one wants to clean or sit by themselves.
