Does putting someone on ignore list mean that person cannot view anything you post? If not then how can you restrict someone from reading what you’re posting?

That is what it does I believe. They are also notified if you add them to you ignore list. Shay, you can try it on me if you wish.

Actually it's the opposite. I believe, if you put someone on your ignore list, you cannot read his/her posts. The other person can still read your post.
Think about it this way: If you put me on your ignore list and SUPPOSE that I can't read your posts that way. Well, I can simply
1) log on with my other ID and read your posts
2) if you block ALL of my IDs, I can simply log out and read your posts as "unregistered" member.
So even if there was an option where blocking someone means they can't read your posts, they will still have a way to read them.
Edit: Niksik Shay can't try it on you because you are a moderator and members cannot "ignore" moderators for obvious reasons.

If there are particular members that bother you and you do not want to see their posts or receive Private Messages and Emails from them, then you can add these members to your ‘Ignore List’. There are several ways to do this:
Through your User Control Panel: User CP, Settings & Options, Edit Ignore List. Then, click on their name and choose: User List, Add to Ignore List

You can't, and here's why:

shay, the only way to do that would be that someone is banned and not allowed to reregister and teh forum is made visible to registered members only, and still if that person ‘borrows’ someone elses id, they will get in and see your posts.
