I'd make only one change to the team that thrashed the Windies and that is to bring in Akhter. I would still open with Gul with Akhter sharing the new ball on the other end.
Make him start with a 4-5 over spell, bring him back for another 4 over spell after the 20th over and keep him away from the death bowling.
He should be able to do a good job and he will definately pick wickets unlike Riaz.
Wahab bowls like crap. He has been lucky that the last couple of games weren't close, otherwise in normal match conditions a good batting side will take him to the cleaners.

I think its insane to say that Shoaib should play in this game without considering the pitch conditions. For example, what if the wicket is as dry as it was in Aussies-India match?? !! Correct me if I'm wrong but in the last world cup encounter with India in 2003, Shoaib started bowling from Pak and Tendulkar hit him so badly that 53 runs were scored in first five overs only. And lthat et the foundation of Pakistani defeat in that game.
I think Shoaib should only play if there is some grass on wicket so that i can bounce, otherwise as per the latest updates, the wicket is slow and a heaven for batsmen. I think Pak should go with spin attack while Abdul Razzaq and umar gul are good enough to be the seemers. Rest all depends upon how Boom boom afridi handles his bowlers.
I think Akhtar has to be brought in. Riaz is a mouse compared to him and will crash under the pressure and get splattered by Shewag and Tendulkar. Shoaib at least has that experience under him and get wickets at crucial times. I think he just needs to be avoided in the last few overs.
