not sure about this but one reason for Ukraine (which is ridiculous to begin with) might just be that its a backdoor to sneak into europe, legally or illegally.
at the moment theres only a couple of Unies that are good quality enough in Pakistan. Especially for graduate courses, which usually require a decent research wing, which in turn requires government/non government funding. Pakistan just doesnt have that yet, and it would be prohibitively expensive to set something good up.
Exactly, and also the 2-3 top universities have a very tough selection criteria in the form of a screening exam. For instance, I remember there were over 35K (back in 2000) applicants to NUST (one of the best engineering schools in the country), and they had a class of 50 for each the 4-5 diff engineering majors, and same was the case for GIKi. Alot of people, both good and struggling students who didnt make it, went abroad.

although its not to say that only people who could not make it in pakistan went abroad. I know people who were accepted into IBA but decided to go abroad. I was accepted in BCCI-FAST (as it was known back in the black and white days) but decided I wanted to go to UK or US as well.

I see it this way:
1. People who end up in US and UK now a days come from families which can afford to send them there and a degree from US and UK has more worth then a Pakistani degree.
2. People going to third world countries to get education are those that could not get student visa or cannot afford to get education in US and UK and they could not get into a medical , engineering , business ,computer college or university.
3. Flight from home and sense of adventure can also be a factor to go away to a third world country rather than stay back and get educated in Pakistan.
4.The kids who will get a medical, engineering, computer or business degree from a third world country will have little chance to land a good job or a job at all. So why they go there ? Beats me.

all third world unis are not created equally. do we have unis in pak that are better than those in bangladesh or burkina faso? does india have unis that can run circles around pakistani unis?
