First of all there is cut throat merit competition in all Pakistani universities and not everyone who wants to attend a professional college gets an admission. Secondly most people who go to foreign universities (UK, US) do that because they plan to work outside of Pakistan and chances of employment outside Pakistan are much better with a foreign degree than a local degree.
People who go to countries like Ukraine go ther enot because of quality but because no Pakistani professional college will take them. I remember that during my time it was a fad to go to Russia for studying medicine for people who couldnt get admissions in a Pakistani Medical college.
But if there were more universities offering the most sought after degrees (engineering, CS, business), then this competition would decrease.
