No, Pakhtuns can not ‘demand’ Mianwali from Punjab. Punjab must not demand Hazara from Pakhtuns. The people of Mianwali can demand that they be included in NWFP. The people of Hazara division or Abbotabad can make similar demands of inclusion or exclusion. Hindko speakers must not be confused with ethnic Pashtuns while talking about these grand-pure-race-unification-projects inspired by a scheming few outside Pakistan and supported by a marginalized few (albeit, at times, very vocal on Pakistani forums) inside Pakistan.
A word of caution! Selective reading of history can harm the cause of grand-pure-race-project. Taking at least one fifth of NWFP Hindko population (which incidentally is the most educated ethnic sub-group in NWFP) for granted may also eventually backfire. About Hazara:
