You have a good agenda but you are missing two top lists issued:

1. Ever growing population
2. Low literacy rate

1. Population needs to used in advantage that is more the population more the production and consumption of commodities

2. Literacy rate cannot be taken care of in 2/3 years span, yes better economic conditions and educational infrastructure will tempt the common man to send his children to the school
