My mom's khala couldn't conceive for the first 11 years of her marriage. Her husband anxiously wanted to get married again for the sake of a child. But my mom's khaala didn't allow him for obvious reasons. And he was kind enough to not get married until he had gotten her permission. After 15 years of marriage, things got really bad. My mom's khaalu started thinking of divorce. The same year mom's khaala went on Hajj and Alhumdulillah she conceived within a few months of coming back from Hajj. And she had twins (subhanallah). One girl (sidra) and one boy (ahsan). Ahsan Bhai recently got married, they're living a happy life Mashallah.
It doesn't matter whether there's a surah or not which says you HAVE to get your first wife's permission. As a muslim you should be thinking about what Prophet Mohammad s.a.w. would have done.

Beautiful and very heart warming story. Subhanallah.
About Prophet, prophet did not inform his current wives all the times before another nikah.
