I think the OP is referring to valima-e-hajj and is I believe a sunnat (not farz/wajib) to have. Valima = gathering to celebrate/announce an event.

those who perform hajj..when they come back..people arrange party for them...usually all the hujjaj together from family or friends are invited at the party?

Its a party/dawat given to the hajis when they return from Hajj. We are hosting one at our place and looking for ideas.

Most people of my acquaintance use flower garlands to welcome the hajjis. I have seen people use money garlands too (noton kay haar), which I find perosnally tacky, but to each their own.

I like the idea of hajj dawaat decorations. I'll be throwing one in a few weeks and think it might be a good craft activity for my 3 yr old, rather than the usual Halloween, Xmas stuff he gets bombarded with at pre school. How about black squares cut out of card and decorated using a gold pen to represent the kabah? A gold and black paper chain, and gold and black balloons?

we hosted the dawat last Sunday and here is how we decorated:
we covered the table(not the buffet table) the dining table with gold cover. we wanted gold balloons too but couldn't find them so we used white and black balloons. Also used the LED balloons and LED small balls were placed on the floor.
Got HAJJ MUBARAK hanging made for the wall. we decorated the wall with hanging and balloons. On the table we used lots of different kinds of candles, flower bouquets and special hajj cake with hajis names.
