Pakistan provides a unique opportunity by hosting a biennial tri-service international defence exhibition, IDEAS, while having a robust defence production industry that continues to search for external collaboration to meet the growing needs of the international market.

After the massive success of the first show, efforts are now mounting to stage yet another and far more successful show; the 2nd International Defence Exhibition and Seminar, IDEAS 2002, to be held from 17 - 20 September 2002. The proven record of IDEAS, strengthened by the presence of 40 high level delegations having a combined procurement budget of over USD 20 billion, prides IDEAS and its organisers for being the initiators in converging the geo-politically significant nations from across the globe in Pakistan. The visitors, exhibitors as well as government and trade delegations represented more than 30 countries in terms of overall participation at IDEAS.

Featuring a focused and interactive environment, IDEAS offers its participants not only a rewarding platform to display their products but also an exclusive and result-oriented direct interaction with their prospective buyers. Besides creating awareness for various products and services, IDEAS is also an ideal opportunity for the leading industry players to assess competitive advantages, evaluate the vendor industry and re-position themselves amongst the global defence industry.

A new wave of interest in buying arms from Pakistan has been triggered amongst many countries with the advent of IDEAS. Also, a number of deals between Pakistan and countries from the Middle East, Southeast Asia and Africa have been signed and many other procurement negotiations are underway. In addition, Italy has also signed an agreement to establish co-operation in defence production with Pakistan.

IDEAS 2000 featured a static display of Pakistani Naval Fleet at the Dockyard that included Warships, Missile Boats and Submarines. Moreover, a massive Firing Demonstration accentuated the success of IDEAS, which is now ranked as the world’s largest display of its kind. Now, an even better opportunity awaits the participants at IDEAS 2002.

Putting on an arms expo of international standards is a highly demanding business, requiring inputs from scores of organisations and defence-related industries. Moreover, effective coordination between the private sector organisations and government agencies plays a pivotal role. On the other hand, the post-September 11 developments have benefited Pakistan not only in terms of gaining worldwide recognition and popularity as the most significant ally in the region to fight out terrorism which, in turn, resulted in lifting of a number of defence-related sanctions. This overall scenario provides an excellent opportunity for Pakistan to enter the global regulated arms trade regime with a new strength while attracting an even greater participation by the international defence industry at IDEAS.

IDEAS 2002 will showcase Pakistan’s booming defence and allied production capabilities and provide a platform for significantly boosting the country’s arms exports. In addition, an even higher turnover of the light and heavy arms manufacturing along with trade representatives of friendly countries is expected to be a part of this event.

The success of IDEAS 2000 and extensive marketing efforts by the organisers, in coordination with the Pakistan Armed Forces, have already led to the booking of more than 70% of exhibit space, while reservations and queries are still pouring in with a high frequency for IDEAS 2002. Apart from many previous participants, a large number of new Pakistani manufacturing / service companies are actively displaying their products and skills while looking towards the potential joint ventures and foreign contracts. China, Turkey, Ukraine, Romania, France and Italy are already showing interest to participate in a much bigger way. These developments depict that the realisation of the requirements for staging a successful show in the Asian region has been put into its tangible form. In order to accommodate a larger number of participating companies at IDEAS 2002, a new and much larger hall is also being built at the Karachi Expo Centre, i.e., the exhibition venue.

The International Defence Seminar, being the integral part of IDEAS 2002, will feature eminent speakers from the world’s defence industry. The extensive programme, with its core emphasis on Asia’s geo-strategic importance, highlighting the Asian defence scenario on one hand as a theme and the Asian defence markets on the other. Maximum time for interaction between the speakers and attendees throughout its conduct is yet another distinct feature of the seminar. The seminar is now planned to be held on the 16th of September, i.e., a day prior to the main event.

IDEAS, now counted amongst the most established and prestigious international arms shows, is an interactive platform for the manufacturers and trading concerns from far and wide to share expertise and technological achievements with rest of the world and enhance their global presence.

Pakistan Ordnance Factories: Historical Background

After the emergence of Islam in the sub continent in 712 A.D, when Muhammad Bin Qasim(an Arab General) made an entry to this strategically important region of South Asia, the Muslims ruled India for almost one thousand years. The decline of Mughal Empire, however, created a vacuum which was immediately exploited by the British East India Company resulting in British rule of the sub continent for nearly one hundred years. During their colonial rule, the British raised sixteen ordnance factories prior to Second World War to thwart strategic threats posed to their occupation. At the time of creation of Pakistan in 1947, all those sixteen factories fell to Indian share since none of them were located in Muslim majority areas. Newly created Pakistan with fragile state apparatus and fragmented Armed Forces, had absolutely no arms & ammunition manufacturing facility to meet the security challenges to its sovereignty.

               Khan Liaqat Ali Khan, who was the first Prime Minister of Pakistan, immediately realized this imbalance and issued a directive within four months of creation of Pakistan to establish an ordnance factory in collaboration with British Royal Ordnance to manufacture .303 in.calibre rifles and its ammunition in Rawalpindi.  The second Prime Minister, Khawaja Nazim-ud-Din, later performed the groundbreaking ceremony for four workshops at present day’s industrial town of Wah where today we have fourteen big factories which are taking care of almost 100% requirements of our more than half a million Land Forces. This modern defence industrial complex, which is the oldest & largest in Pakistan, later helped many other sister defence production set ups to flourish. Resultantly today Pakistan has a reasonably good defence production potential in which Pakistan Ordnance Factories occupy the piotal position.

         All the factories are under the control of a Board consisting of a Chairman, a Financial Advisor and two career technical members. The factories are headed by managing directors who are quite independent in taking all actions related to the production of arms and ammunition within the framework of policy guidelines determined by the POF Board. 

           The engineers, technicians and work persons of POF have acquired sufficient knowledge and experience through years of dadicated hard-work. The initial products were of Britsh origin. Later American products and standards were introduced, followed by the collaboration with the Germans & Chinese. Now POF produced ammunition even meet the requirement set in the NATO specification. The amalgam of various technologies has a enabled our enfineers and workforce

to obtain diversified experience.

SUBSIDIARIES
The two main subsidiaries namely Wah Industries Pvt.Ltd., and Wah Nobel Pvt. Ltd. were established to utilize the spare capacity of POF for production of commercial items, but later on Hi-Tech Plastics Pvt. Ltd. Wah Nobel Chemicals Pvt. Ltd., Wah Nobel Detonators Pvt. Ltd. and Attock Chemicals Pvt. Ltd. were set up to meet the requirement of the civil market. These subsidiaries are earning significant profits annually, thus adding to the national wealth.

PRODUCT RANGE
POF produce approximately 70 major products for supply to Army, Navy and Air Force. The main products include automatic rifle, light, medium and heavy machine guns, sub machine guns and personal defence weapons, complete range of mortar and artillery ammunitions, aircraft and anti- aircraft ammunition, tank and anti-tank ammunition, aircraft bombs, grenades and pyrotechnics and signal stores etc. Besides the basic raw materials, all other inputs needed for the manufacture of arms and ammunition such as brass, gilding metal clad steel, carbide and tungsten alloy products, fuzes, all types of gun, rocket and artillery propellants, and all types of explosives are produced in POF. It is thus possible to exercise strict quality control through all stages of manufacture. Interchangeability is extremely important in mass production & hence the demand for precision and reliability is obviously very high.

PROCESS CAPABILITIES AND MODERNIZATION
The past fifty years have seen a breath taking expansion and modernization. POF which started with the manufacture of 303 rifles and its ammunition, with an old plant of World War II vintage, has since moved into the era of state of the art technologies, computer-aided design and computer aided manufacture. POF were confined mostly to the traditional products in the first 15 to 20 years, but after passing through different phases of expansion, diversification and consolidation, POF had come of age by the year 1980. Years of hard work and toil of the workforce had brought POF to a stage where a quantum jump in the modern state of art manufacturing technology was possible. During the last ten years or so there has been massive influx of new technologies which has made POF an armament manufacturer of international repute.

To produce large quantities one has not only to find markets, but has also to upgrade the production technology. This involves the use of modern equipment e.g. robotics, CNC machines, microprocessor controlled processes, automation & flexible manufacturing systems.

Major investments have been made in CNC machines and computerization of management and control systems. To augment the product and tool & gauge designing facilities, a modern CAD system was installed. Investments have also been made in development of human resources. Young engineers are detailed regularly on professional courses of higher learning at the Royal Military College of Science, England. The resultant advantages in quality and productivity are becoming obvious.

POF:QUALITY CONTROL & EXPORTS

Quality Control and ISO 9001 Certification

Quality control has always been the hallmark of POF products. This is built in the nature of the manufacturing process. The export efforts place a greater demand on the technological resources. The product cost has to be low and quality good, which calls for the manufacturing to be most modern as well as efficient. Quality control has advanced with technology and most modern methods, including computer-aided testing are employed for quality assurance. All the fourteen industries have attained ISO-9001 which is an international certificate for quality. Work on ISO-14000 Certification which pertains to protection from environmental pollution is in progress.

Exports

POF are essentially geared to serve the Pakistan Armed Forces, however, these are equally capable of meeting the needs of friendly countries in many respects. By venturing in the field of exports on regular basis on a modest scale, POF have established their reputation as a supplier of quality goods in the international market. Exports have been made not only to developing countries but also to buyers in Europe and USA.

It is not an exaggeration to say that POF have emerged as the largest defence production entrepreneur with highest number of qualified professional engineers of various disciplines in Pakistan.

HEAVY INDUSTRIES TAXILA

BACKGROUND

The Heavy Industries Taxila was envisaged in the seventies and its first production unit i.e. Heavy Rebuild Factory (T-Series) went into production in 1980. This was followed in the early nineties by a number of other factories and today HIT has grown into a military industrial complex which consists of six major production units, support facilities and administrative establishments.

MISSION

The HIT mission is :

Rebuild, upgrade and modernize Armoured Vehicles of both Eastern and Western origin.

Progressive manufacture of Main Battle Tanks, Armoured Recovery Vehicles, Armoured Personnel Carriers and Guns.

ORGANIZATION

HIT has a work force of about 6,000 consisting of dedicated engineers and highly skilled persons, which includes 30% uniformed personnel. As an organization HIT is very lean on manpower which contributes to its cost effectiveness.

HEAVY REBUILD FACTORY T-SERIES

It is designed to rebuild and modernize Tanks / ARVs of Chinese / east European origin. With its vast experience and expertise, the factory has contributed immensely in achieving self-reliance with high quality and cost effective products exceeding productivity beyond its designated capacity.

HEAVY REBUILD FACTORY M-SERIES

Heavy Rebuild Factory (M-Series) has the expertise of carrying out quality rebuild of tracked vehicles of US origin. The experience acquired over the last decade is reflected in the standards achieved. The factory specializes in M113 Series vehicles, which are given new life after rebuild strictly in accordance with OEM specifications.

APC FACTORY

The most famous M113 Family of vehicles are manufactured in this factory using state-of-the-art CNC machines CAD / CAM system and manufacturing technology unique in the world on MIG and TIG aluminum welding, radiographic inspection, chemical cleaning, coating and painting according to military specifications.

GUN FACTORY

Gun factory has the capability of machining barrels ranging from 105 mm to 203 mm caliber. It has a longstanding experience in the manufacture of 105 mm gun barrels for upgraded T-59 & T-69 IIMP tanks from steel of very high quality using Electro Slag Refining (ESR). Each barrel is autofrettaged and subjected to high precision work on state of the art machines.

TANK FACTORY

A modern outfit with latest tank manufacturing facilities which includes seven axis CNC machines for heavy duty flexible machining operations and a complete infrastr4ucture for hull and turret manufacture.

DEVELOPMENT, ENGINEERING SUPPORT AND COMPONENTS MANUFACTURE (DESCOM)

This production facility has been established to provide engineering support to all the factories of HIT. Equipped with CNC machines, it undertakes manufacture of components, assemblies, tools, dies, gauges and arranges development of spare parts through the vendor industry. It also provides repair / maintenance support to machinery / equipment installed in HIT.

EVALUATION, TRAINING AND RESEARCH ORGANIZATION (ETRO)
This is a supporting organization which undertakes Quality Assurance of finished product of HIT ably assisted with modern quality assurance laboratories which test physical and chemical properties of production materials, Calibration facilities are available to ensure accuracy of tools and gauges used in rebuild and manufacturing processes.
