Every employer knows that their employees are doing some personal browsing at work. Most upper management is OK with it. My boss walks in my office and sees Cricinfo open I don't even bother minimizing it.
Management and HR both understand that nobody can work constantly for 8 hours without any personal break. Some personal browsing in the day is actually refreshing and GOOD for employees.
