The African Union’s chairman has warned of “military coups and widespread anarchy” in the Sudan, if the International Criminal Court indicted President Omar al-Beshir.

“If Beshir is indicted and taken, there will be a power vacuum in the Sudan and that risks military coups and widespread anarchy reminiscent of what is happening in Iraq,” Tanzanian Foreign Minister Bernard Membe said.
He was speaking on behalf of the AU chair President Jakaya Kikwete.
“We in the African Union do not condone impunity, genocide and violence because we believe in due process of the rule of law,” Mr Membe added.
“But what we are calling for is a deferment in indicting Beshir because there is a risk of anarchy in a proportion we have not seen in this continent.”
The ICC’s top prosecutor is seeking Mr al-Beshir’s arrest over allegations of genocide, crimes against humanity and war crimes in Darfur.
The president had “personally instructed” his forces to annihilate three ethnic groups in the western Sudanese region, barrister Luis Moreno-Ocampo said.
Mr al-Beshir had ordered his forces “not to bring back any wounded or prisoners,” he added. “He wanted to commit genocide”.
While the president used the alibi of counter-insurgency, all his crimes were aimed at civilians and not rebel groups, said Mr Moreno-Ocampo.
The barrister added that the president’s actions had victimised an estimated 2.5 million people.
Some 35,000 were killed and another 83,000 died of causes related to their displacement, such as starvation.
It is the first time the International Criminal Court has brought charges against a sitting head of state since its creation in 2002.
Two other presidents, Slobodan Milosevic of Serbia and Liberia’s Charles Taylor of Liberia both appeared before other international war crimes courts.
