Instaed ICC acted as a typical dictator worrying about other indirect matters of PLAYER BANNING - GAMBLING ALLEGATIONS - GRANTING TEST STATUS TO MENOWS and what not,apart from the later the rest should have been the local boards responsibility.
Umpiring matters are still on the back burner and only now they have accepted Pakistan’s request for Neutral Umpires yet again. Lets see what happens from here on, this is still not a rule but rather an ‘arrangement’ , ICC needs a total make over - Shake Up, if they want to administer the game affaires like this.
