I like the hint of having format similar to the one in 1992. It’s more competitive but I still think that Associates should have been given a chance in World Cup, after all world cup without the world is meaningless.

The ICC has confirmed that the next two World Cups will be 10-team events. The 2015 edition of the premier 50-over tournament will be co-hosted by Australia and New Zealand, and the 2019 World Cup will be played in England. Haroon Lorgat, the ICC’s chief-executive, hinted that the 1992 format could be brought back, wherein all teams play each other in a round-robin league, and the top four make it to the semi-finals.

“We haven’t quite started on designing the format,” Lorgat said. “I seem to recall that in 1992 it was a 10-team event [nine, in fact], so there is a chance that we might replicate that. That is work that will commence perhaps not long from today [Monday].”
The recently concluded World Cup, which has been universally hailed as a success, featured 14 teams, and the league stage was played in two groups of seven each, with the top eight playing the quarter-finals. The trimming of the event basically means that a team such as Ireland, which brought a lot of value to the two previous World Cups, will not be a part of the next World Cup. To compensate, the World Twenty20 has been expanded to 16 teams, giving six Associate or Affiliate members a chance to play in a premier world event every two years, but no matter how well they perform there, they will not be part of the next 50-over World Cup.

For 2019, though, there will be a qualification competition, the nature of which is yet to be determined. It is likely that the last two places will be up for grabs in that competition. After the 2019 event, a relegation and promotion system will be introduced to the newly conceptualised ODI league. That then will take care of the qualification.

The ratification of this proposal, which has been criticised by all Associates, has drawn strong reaction from Ireland. Cricket Ireland’s chief, Warren Deutrom, told ESPNcricinfo: “It’s nothing short of outrageous.” Lorgat, though, said that the length of the tournament with 14 teams and the ICC’s view that 10 is the ideal number of competitors for the 50-over World Cup were the major factors in the decision.
“We have always wanted to try to be as compact as possible,” he said. “That is not the only reason why it is a 10-team event. We also believe that in 50-over cricket, there are 10 teams that will make for good competition. That is part of the reason as well.”

About Ireland’s improvement, Lorgat stayed positive, and also sought credit for their progress over the last two World Cups. “We have got initiatives in place to focus on the development of the game, and more particularly to try and upgrade the standards of play with respect to what we call the high-performing countries,” he said.

“We have got a programme in place. I think you ought to credit the fact that the way Ireland is now performing is a consequence of that. Similarly, Netherlands have improved. To some extent you may say that we were disappointed with the way Kenya and Canada have in fact in some respects gone backwards. We do spend a lot of time on the high-performance countries, and going into the next strategic plan we want to bring into play what we call targeted investment, which will further support those sorts of high-performance countries.”

Ireland, Holland both provided good matches and were healthy competition. ICC is foolish, their inclusion would have been fine specially if it is a round robin event. They can’t knock out anyone on a freak day.

why would they try to decrease the number of teams instead of increasing it? Isn't ICC's mission to expand cricket, not contract it?

I think its a great move....

I would make the format little different, top 8 get to play world cup.... #9 to # 14 play a qualifying round and two teams that top the qualifying round play the Worldcup. at # 9 and # 10.

Top 10 teams will play each other, we r talking about 10+9+8+7+6+5+4+3+2+1 = 55 great matches.... It would have been better if top 9 teams played.

Lol...FIFA is a joke, just as corrupt as the ICC.

I would've preferred a 12 team World Cup, but at least we won't have the meaningless one sided matches we had during this World Cup. And yes the 1992 format would be brilliant, we get a chance to play every team, that's what it's all about.

With 10 teams it is 9+8+7+6+5+4+3+2+1 = 45 games in a round robin group competition

(ps. with 11 teams it w'd be 55 games)

Bad decision by Icc in my view !
This year the associate sides have been great and have put on some excellent matches. For example, Irelands win over England ,Netherlands giving india a close match, canada putting up a good match with Pakistan etc. If these teams cannot play on the big scale how on earth are they going to develop and... compete with the stronger teams. With only 10 teams competing for the cup it just won't be the same or as exciting.

how can ICC announce this without any explanation as to WHY they chose to 10 teams and no way for others to get in ???? am i missing an explanation ???

Ireland, Holland and Bangladesh should have been given a chance.... they did well.... and in next 4 years they can improve... have all the potential to be!...... Hope ICC isnt planning to make India a winner in 2015 ...... yet again!

A very unfair decision by ICC. Every team should get at least one chance.

The new game should not be based on who won or lost it last time.

This is just lowering the morale of those teams who are not included.

The 92 format is a good idea...it will be soooo much fun to see all teams playing each other.

But then you can't have the 92 format as well as 14 teams.

With a league or round robin competition, 10 teams is the max. (8 best teams w'd be ideal IMO) you can have otherwise the world cup w'd be just too long and boring

yeah agreed it could be long and boring...well 92 format is not necessary. i mean if they kicked those teams out just so that it remains 10 teams only and the round robin format works effectively then i think its unfair (coz its about 4yrs till the next wc and any of those teams can progress..miracles do happen). in that case maybe they should not bring RR....but then i wanna see RR format without any unfairness...arrghh well.

Warren Deutrom, CEO Cricket Ireland on the ICC decision to exclude Ireland from the 2015 World Cup.

Anyone who has dealt with Deutrom will know that he is not a man for over-exuberance.

The VIP box in the M Chinnaswamy Stadium in Bangalore on March 2 exulted when John Mooney’s drive through midwicket hit the boundary, and Ireland completed the greatest shock in World Cup history with victory over England.

However, a beaming Deutrom limited himself to a few hearty handshakes, before getting straight back to work in fielding the hundreds of congratulatory phone calls from sponsors and stakeholders in the game.

So what prompted so canny a political operator as Deutrom to utter such angry words on Monday, when the ICC announced that Ireland were to be excluded from the 2015 World Cup?

For the first time, Setanta Sports can exclusively reveal the timeline behind the ICC’s betrayal of Ireland and the other 94 Associate Nations. Setanta Sports understands that England voted against Ireland, in supporting the proposal that the 2015 World Cup would be limited to the ten Full Member countries.

Ireland were not represented in the meeting of the ICC Executive board which took the decision on Monday in Mumbai, with the Associate Members, represented by Bermuda, Singapore and Scotland, joining the ten Full Member countries.

Setanta Sports can reveal that that the 13-strong meeting split into three factions, with a group of major cricketing nations that included India, Australia and England proposing a ten-team World Cup which would mirror the successful 1992 World Cup, where the winner and three runners-up of a round-robin format would progress to the semi-finals.

This formula would guarantee that the financial powerhouse of the game, India, would be guaranteed nine games, with the consequent huge TV revenues that would inevitably flow back to the ICC.

The ICC’s TV deal with ESPN ends at the end of the 2015 World Cup, and the organisation is keen to keep viewing figures as high as possible in order to secure as lucrative a deal as possible in that renegotiation. That, in reality, means as many top teams playing each other as possible in the group stage. Post-tournament ratings from India suggest that viewing figures for The Netherlands game with India were half the amount of the most popular group stage game, against England in Bangalore. Interestingly, however, India’s game with Ireland attracted 84 percent of that peak total, on the back of their win over England four days before.

Another bloc of Full Members were keen on a 12-team tournament. These included Zimbabwe and Bangladesh, who were keen on guaranteeing their own participation even if their results over the next four years dropped. However, they were persuaded by the game’s powerhouses that a ten-team Full Member only World Cup would be in their best interests, leaving representatives of the Associate Nations completely isolated in the meeting.

It is not even known whether the ICC Executive board took a formal vote on the proceedings, as the ten Full Members were in agreement in the meeting, and they only needed seven supporters to push through the format change.

Cricket Ireland’s betrayal has been exacerbated by the mixed messages given to them by the ICC, when the board postponed the planned February meeting on the format changes for 2015, until after the final of the 2011 tournament.

Cricket Ireland understood from that postponement that the ICC were waiting to see how the Associate Nations performed in India, Sri Lanka and Bangladesh, and were therefore confident that their on-field success would smooth the path for their participation in 2015.

“That gave us the indication that they were going to use the evidence of the World Cup to determine what decision would be reached,” Deutrom told Setanta Sports.

“There were some one-sided matches in the World Cup, but not just amongst the Associate Nations. England, Zimbabwe and Bangladesh were all beaten by nine or ten wickets! And conversely, Ireland performed extremely well, in beating a Full Member and being competitive in all its other matches. The Associates trusted that the evidence would carry strongly in any consideration. At no stage did we ever believe that they would make such a decision, so soon after a successful World Cup. There is an element of disbelief at the decision.”

Deutrom is determined to challenge the ICC’s decision, and will be meeting with representatives of the 94 other Associate Nations in order to examine their future options.

“We will now go away and meet with the representatives of the Associate Nations. We will look at whether ICC has acted in concert with its memorandum and articles. There may be nothing we can do, but we must try.”

An extremely idiotic decision. I agree having 4 associates in the world cup diluted the games.

So it should have been the top two which were Ireland and Netherlands. They have improved remarkably and could have given Bangladesh and Zimbabwe a run for their money.

I think 12 Teams, 10 full members plus 2 associates is good.

They all play each other in a round robin format. So each team plays 11 games. The top 4 teams with the most points advance to the semi-finals.
