My older daughter is very good at art and she’s been using the regular paints…the cheap washable types. But i think it’s time for her to move on to better stuff both in terms of paint quality and brushes.

look for local manufactures. their quality is good. but if you want to buy from retail, spend on Golden.

What kind of paints? What kind of paper? Brushes?

go for acrylics.They dont require oil for mixing different colours but water and usually dry up under five minutes whereas oil paints can take literally days to dry up and acrylics dont smell bad either and easy to wash off kids hands
get canson paper sketchbook or if they are good make it canvas and brushes dont matter that much,get a beginner level set of brushes

Before buying her new paints you should introduce some of them to her.For example great indoors do some of paint wrokshops for young artists and they introduce some paints and colors to her which will be helpful.
