Wasim's action is quite amazing 'cause he bowls six different deliveries with virtually the same action. He can step up or down his pace without any extra efort or lack thereof in his action or runup.
I remember watching a Sharjah match Pak vs. SA. Wasim had Gibbs groping for the ball like a blind man. Gibbs couldn't touch a single delivery in sth like 4 overs and then just nicked Was though to Moin or the slips.
The most interesting action was of that guy who played for England in the early ninties, also played in the world cup 92, I can't remember his name, but when you see him from far away, he looked like he had no neck, he was black. I can't seem to recall, I think his last name was Little, he had the most interesting bowling action.
The best part about Lillie's action was that it was so smooth. It had no jerks. It was a natural action, which every fast bowler tries naturally. But most bowlers sharply bring their hand down after raising it to the level of ears (like Razzaq). Lillie took it all the way up over his head and then smoothly brought it down in a graceful motion.
At one time I thought Kapil had the weirdest, where he took his right hand in front of his chest with the hand pointing down and then keeping his elbow in, when he raised the hand up. But I guess keeping his hands together infront of his chest allowed him to hide the grip. And since Kapil was the only good bowler in Indian line-up for a long time, so he took the most of the wickets. I am not a statistic person, but I think Kapil used to bowl the longest spells and conceded a lot of runs on his way to get 400+ wickets. But he was a good bowler and a fierce competitor. He never gave anything away.
Imran, at the same time had a very graceful action. Even in his run up he used to had both hands together when he started to run, but then he used to separate the right hand and moved it in a rhythm when he was running, and then closer to umpire he will jump and bring his right hand above at the ear level and complete the action. Many youngsters in Pakistan copied that action.
Waseem's amazing thing is that he has a very short run up and still he manages to generate a lot of speed. It says a lot about the strength of his wrists. For me, the best and most memorable spell of Waseem was in the final of 1992 world cup, when he eliminated Lamb and Lewis in one over ("..scratch Lewis from the list!" screamed the commentator when Lewis completely missed the Wasim delivery and had his wickets knocked out). What a memorable over. What a wonderful tournament. Amazing stuff! The guy is pure gold!
In the list of amazing actions, we can not ignore Jeff Thompson, the fastest bowler of his time. Thompson had the weirdest action I have seen, when he used to raise his left hand high in the year, in a side action, which completely hid his face from the batsman, and then he will deliver the bowl in the most jerky action possible.
He clocked the fastest balls in a special tournament in Australia, where Holding came second and Imran came third. I think Thompson bowled six balls in a row, and knocked off the single wicket (they didn't put three, just one) in all six instances and also had the highest speed.
Bob Willis used to keep his right hand hanging down, when he is running. Probably the only bowler I have seen who did that.
Marshall had the fastest sprint in his run-up to deliver the ball.

Wasim has the best bowling action.

I remember his action a bit differently than this photo. I saw him at his peak when Australia toured Pak in 80’s and Lillee used to raise his hand all the way up. However, here is a pic I found:
Kapil Dev
This is Kapil at his weirdest best. See how his left hand is angled in such a difficult way. His back is angled back and his neck is alsopushing back to be able to see the batsman.
The pics of Imran Khan and Wasim are already here. Botham and Hadlee bowled in a similar manner, (like Willis). So there is nothing remarkable about their bowling action, as far as I remember.
Last, but most certainly not the least.. here is Michael Holding
