For a no fail approach use primer (as in foundation primer), then foundation (blended softly and sparingly on the eyelids), then your eyeshadow primer, eyeshadow, then setting spray, and setting powder.
I use this approach with brides or models who are working in situations where they may sweat more, or be more exposed to the elements.
