I am working on a contract position at one of major banks of US, Alhumdulillah they like my work and their liking is not hidden chances are that thEy might offer me a permanent position shortly . I am very comfortable working here. But in the meantime I have been offered a very challenging position at another company in another city I am supposed to join in three weeks from now.
Now my dilemma should I stay put counting on one unknown . they might or might not offer me a permanent position . Last month they publicly announced massive lay off. They fired their CEO , looks like they are going through various turmoils .
or should I accept new challenge they have given very good feedback to my recruiter about me and they seem to be very impressed already and might or might treat me well.
One clarification these are not entry level positions and I am not looking to start a new career. My current position and new one offered are consistent with my experience , skills and education.
Both positions are in cities with good weather and lot of desi population . I love to hang around with desi folks.

Make sure you have the offer/contract in your hand before you do anything.
Once you have it, mention it to the current employers that you have the new offer but would very much like to stay here as a permanent employee. Do not tell them the identity or even the city of where the new offer is from (this is important).
If they offer comparable terms and are able to get the paperwork all done buttoned down before the new offer expires (generally you must accept the new offer within 2 days - otherwise you are sending a bad signal to the new employer's HR) then all is good. Otherwise take the new one.
Key here is you have to think about #1 !

Got the offer from the new employer and it is better than my expectations looks like they like me very much and know already what would be needed to seal the deal so I accepted it . Monday I will give my notification to present employer
