yes, You can feel another person's pain if you have been through the same thing as they have, however the level of intensity can be different.
Though most people use this term just to condole others.

apart from chinese torture, i THINK i've had every possible physical torture in life..
THOUGH i dont like to say THIS particular line .. it works opposite most of the time, and crying person may VERY well yell to you that "no you dont basta......"
