This is long stretch analogy … here is why … The people of Lut are not a people who were following their natural way to use their habit as justification for a possibility of mixed species is not logical. Furthermore, the angels came in the form of men not “humans” which include men and women but “handsome … nay beautiful MEN” and the MEN of Lut tried to get a bit of action with them out of the lusts.
If those angels were indeed men then the habit of the people of Lut would NOT create offspring … they were not doing it to have kids, they doing it to have their sick fun and avoid kids.
The problem with the Hoor story is that it does not exist in authentic stories and could well have been made up to satisfy the question of “early humans being allowed to marry their siblings” - it seems like someone didn’t like this idea and made up the alternative story.
