STATE AUDITOR’S OFFICE JOB DESCRIPTION

Position Title: Human Resources Assistant
Functional Title: HR Support Specialist
Department: Human Resources
Reports to: Chief People Officer
FLSA Status: Non-Exempt

GENERAL DESCRIPTION:
Performs routine administrative human resource management work.
Work involves assisting in the administration of a human resource
management program and ensuring compliance with state and federal
laws and regulations. Works under moderate supervision with limited
latitude for the use of initiative and independent judgement.

EXAMPLES OF WORK:
• Develops, coordinates, and maintains record keeping and
filing systems
• Maintains human resources information system, applicant
tracking system, and benefits system
• Coordinates the administrative processing of new hires and
terminating employees
• Processes Personnel Action Forms (PAFs) in accordance with
applicable agency policy, and state and federal regulations
• Processes applications for job openings
• Provides information to employees on medical insurance
matters and processes related paperwork
• Responds to routine and non-routine inquiries regarding
rules, regulations, policies, and procedures
• Schedules meetings
• Generates computerized reports regarding human resources
operations
• Assists in developing and maintains HR related Intranet pages
• Assists in development and implementation of human resources
procedures
• Assists in compiling data and in preparing reports
• May administer employment tests
• May assist with recruiting events
• Performs related work as assigned.

GENERAL QUALIFICATIONS (needed to perform tasks, not based on
individual):
Experience & Education

Graduation from an accredited four-year college or university with
major course work in human resource management, business, or a
related field is generally preferred. Experience in human resource
management work and office practices may substitute for up to two
years education.

Knowledge, Skills & Abilities
Knowledge of general office practices and procedures
Skill in using a personal computer with programs such as WORD,
Excel, e-mail, and ACCESS
Skill in written and oral communication
Skill in working in a team environment
Skill in providing effective customer service

PREFERRED QUALIFICATIONS
Knowledge of the Employee Retirement System Benefits Program
Knowledge of the State of Texas Human Resources Statutes
