Hudood laws in pak don’t differentiate between rape and adultery/fornication. In Islam, there is deff a difference between the two, it would be irrational to say otherwise.

My understanding is the same.

In rape, only the rapist is criminal but in adultery/fornication both are partner in the crime; hence, the different punishments in both of the cases.
