What exactly are the basic postulates of the hudood laws regarding rape and how consistent are they with islam? Are they still actively referred to in making important court decisions regarding rape cases in pakistan?

Hudood laws in pak don't differentiate between rape and adultery/fornication. In Islam, there is deff a difference between the two, it would be irrational to say otherwise.

My understanding is the same.
In rape, only the rapist is criminal but in adultery/fornication both are partner in the crime; hence, the different punishments in both of the cases.
