while there may be no perfect islamic emirate today, you are encouraged to live in muslim lands, only allowed to live on non-muslim countries for the sole purpose of education and/or daawah. it’d be a lot better for your imaan (whatever is left after your hypocrisy) to perform hijrat asap to a society where the law of the land is closer to shariah than the kafir canucks who refuse to enforce morality.

and to answer your initial question, i think they would survive by immigrating to countries like canada. and then making excuses how the islamic countries aren’t really islamic.
