yeh but that was only about card/component .......but what exactly do we have to do in order to make your computer work as tv

Just setup the card, install the software and connect the cables. Voila!
PC is the guts, Monitor is the Screen (dohhh to my comment).
If i read your question right I think you want to turn ur PC into a Personal Video Recorder (PVR). To do that all you need is a good sound card and a TV tuner card.
What I use is the ATI All-In-Wonder 9800, u can view TV channels and also record progs, including scheduling the recordings and stuff. So, in essence working like a VCR.
