To be honest, I would just make use of my linguistic skills and tell the person to back off in a language that they don't understand

Mirch I say you try helping them out and that way they'll either get the hint or just become better and won't annoy you anymore ... so lets say if someones goof thing is that he laffs really loud at every stupid lil thing after a couple of times u just tell them that dude that grl on the side has been giving you weird looks cuz ur laffin reallyl loud ... u gotta lower it down a bit before something bad happens ... and that'll put them in chek ... and they won't feel that bad eithe r:)

If you did not notice , I am talking about habitual goofs , stalker goofs . I am not talking about once in a while kind of goof.

well thats easy then .... whnever u go with them to some place ... just be like listen buddy don't do anything stupid here ... some of hte ppl i know from xyz also come here ... and he'll be like huh wat do u mean ... just be like u'll see .. and whn he does something goof u tell them this is wat i meant ... someone 3 tables away to the right or left is someone who is an acquaintance of ur wife or something and please try to behave ... and if he doesn't then later u can let them kno wat that person 3-4 tables away told your wife and give them a piece of ur mind :)
