Um.. I think its a very recent decision. My khala came here few months back and while going back at jfk they were told that there arent any locks allowed anymore.

in that case there is no security for our luggage. I think sooner or later, we’ll be forced to get/pay insurance for our luggage while travelling in/abroad.

It looks like approved locks are still allowed and again this is for travelling in/out usa. Different countries may have different rules.

TSA has worked with several companies to develop locks that can be opened by security officers using universal “master” keys so that the locks may not have to be cut. These locks are available at airports and travel stores nationwide. The packaging on the locks indicates whether they can be opened by TSA.
