I looked into it a while back. In most cities, the land for gas stations is already designated, you cannot open one where ever you want. One you get the land leased in your name, through the government agencies, the next step is to contact an Oil company, Shell, Caltex, PSO and they will build you a station.
If you are interested in a running station, the price varies on location. The one I was interested in was in F-10 Islamabad, a prime location and the value was around 9 carore rupees, approx 1.5 million US. I am sure it is a lot more now, add another 25 to 35% roughly.
I didnt find the gas station a profitable business, the return on investment was just not good enough, unless, ofcourse, you do what most gas stations do, mix kerosene or other low grade fuel to premier fuel.
On the other hand stand alone CNG stations are booming these days. The cost is comparitively cheaper and the profit is higher. You may want to look into that.
