My skin is oily though, but in winter, its too much dry! I don’t know how! I can’t apply a moisturizing cream even.. I may have acne in that case! Also, not only it gets dry but my complexion seems darker than it is! All I can say, my skin seems rough in winter.. how can I help this.. I really want the same skin as I do have in other seasons.. glowy and shiny!! What should I do!!

Why not moisturizing cream? I have a combination and sensitive skin, the dry areas are so dry and oily areas are so oily 
I use Neutrogena Oil Free Moisturizer for sensitive skin and it works perfectly for me. I have to apply it every time i wash my face, thanks to dryness

1) I don't use a "cleansar" every morning. I only use a "cleanser" if I'm wearing make-up. Also, switch to a super gentle face wash like Cetaphil.
2) Use something that will exfoliate your face gently without drying it out. A glycolic based product wouldn't be a bad idea. I use Alpha Hydroxy's 12% Glycolic Souffle 2-3x/week at night.
3) Forget "moisturizing creams". Swtich to oils. I know it sounds scary but even with acne prone skins...oil will be much better (and no it won't clog your pores etc.). Personally, I use Argan Oil from MUAC and LOVE it! I haven't put any "moisturizing creams" in my face for almost 4 months. There are other oils such as rosehip, macademia etc. that you can also look into.

I hv also combination skin. and acne prob as well.
My dermelogist suggest me face wash . and it completly fine with my skin. as my skin also dry in winter a lot.
Purin anti acne face wash. I am happy with this. it doesnt dry the skin. my doc advised me to wash the face thrice a week.
As a moisturizer i am using loreal hydrafresh dry skin wala pink cream. it also going good.

its not what I have applied, because I can never think of it. Reason! When I apply oil in my hair and my hair touch my face.. It creates pimples & acnes..
ghalti se bhi agar oily hand face p laga loon to to bus!!!!!!

Try the classic olay moisturizer, my skin used to have the same issue as your's. The olay moisturizer doesn't clog pores and moisturizes wonderfully without leaving your skin feeling greasy...Yay! Also try Body shop's vitamin E intensive moisturizing cream..I suggest you get a a little sample size before you get the whole jar. My skin seems to love it because it provides the right amount of moisturizer and your skin just feels wonderful without being greasy. You only need a little bit of this on your face btw..
