the pic is photoshopped. however , u can get glowy skin look by M.A.C strobe cream ( mixing with foundation) or benefir High beam. I use M.A.C skin finish in porclain pink. it adds a very nice slightly tan glow to my look.

If you want a glowy look, for starters use a foundation with pearly finish like Rimmel Wake Me Up Foundation. Don't use matte products on your face. Go for a cream blush or a powder blush with shimmer. Apply highlighter over the top of your cheekbone, under your eyebrow, on the bridge of your nose, on your cupid's bow.
