^ disagree with both of the above posts.
First of all, exercise helps tone your body. If you do weight bearing exercises to tone your gluteus maximus you will tone and gain muscle there making it appear fuller.
Whether you lose, gain or maintain your weight while exercising really depends on your diet and not exercise alone.
Secondly, eating sugar is the biggest mistake you can make. Not only is it unhealthy for you but it will also make you gain weight in areas that you do not wish to gain weight.
My suggestion : start weight training. doing exercises such as squats and lunges are a few of the many things you can do to make your glutes look fuller.

'Flesh' if you meant muscles, then as it is mentioned by AE, you can do selective lower body exercises.
If you meant fat or round hips, then you must gain overall weight to make hips bigger with all other problems linked to it. It is very hard to change the selective area of body. Some people ask to have fat on their cheeks only. Its just not possible without other areas to be bigger.
As far as I understand and have observed, certain selective women from selective background like to have bigger hips to attract certain selective men.
Try 'other' ways to attract those men. Just an idea or a suggestion.

In my experience, exercise tones me up...by increasing muscle.....but it doesn't make me bigger. Leaner...but not bigger or fleshier.
If a person has an excess of androgens, fat is going to go to the belly area no matter how much you eat. That's why even the fattest men have relatively slim legs and butt compared to their stomach. Same with aunties after menopause. When their female hormone levels drop, the androgen levels become relatively higher so they get a huge pait.
If a person has an excess of estrogen (most females), then excess fat will go to your boobs, butt and thighs and your waist will remain small.
Since it's hard to change our hormones really dramatically, you'll have to engage in some exercise. I would try riding a stationary bike or walking up an incline or stairs. My butt has shrunk ALOT ever since I got my driver's license, even though i'm the same weight! i used to ride my bike a lot and walk to school, so i had a less fleshy waist and firmer thighs. Now my thighs are more sticklike but not as firm and toned....
I recommend any of the following:
1. treadmill on incline
2. walking up stairs
3. riding a bike
4. squats and lunges (however u need weights for this...not sure if there are many gyms in pak)
The cardio part will reduce the fat on your stomach, which will make you look more hourglass, and the weights will increase your muscle. After all, the gluteus is one of the biggest muscles in the body.

unfortunately our bodies are designed in a way that we cant select one body part and work on it and expect it to gain muscle mass/ lose weight.. Changes must take place in ur entire body. Also, just exercising certain body parts and eating whatever you please is not going to be of any help either. Exercise and diet go hand in hand. Certain exercise ( as suggested by AE )..which you can perform in your exercise routine which can help you tone up not only your hip area but your entire lower body, which is what you should concentrate more. You wouldnt want big hips with tiny legs..
Eat the right kind of food, and exercise your whole body to improve not only ur hip area but ur entire lower and upper body... this will not only look good , but you'll also feel great.
