Not necessarily a website - first step can be social media - Facebook and Pinterest for starters.

Thanku actually I'm asking about online websites from UK US and people are buying from there and sell to Pakistan thru Facebook how they do that is there any shipping charges?and from Facebook how can some one get link to other countries? Like some people sell lawn etc from pak to other countries.and how much money required to start a online home business

If you want to sell products from US/UK or Canada (like makeup/accessories/clothing) you need to first make sure those companies will ship to Pakistan, not all do. A lot of the people who are selling these products have someone who lives in these places abroad that can buy for them and ship it to Pakistan. A lot of the websites for these merchants also may require a certain type of credit card.
If you want to sell lawns/suits etc from Pakistan to people who live elsewhere, that may be easier.
As far as start up costs go, it's entirely based upon what product you intend to carry.
You need to be social media savvy...Facebook, Instagram..GS....that's how you are going to advertise and build a client base. I suggest you start researching and studying other business pages and profiles on FB & IG to get an idea of how they do it
