What steps can the government and people do at their own levels to ensure the current explosive situation diffuses and peace can be ensured in the country?

Change constitution. Remove word Islam from constitution of Pakistan. Ban all extremists, ethnic and Islamic parties. Ganja should work immediately and ask NA assembly to pass law in this respect asap. Pakistan doesn’t need Islam what mardood Zia-ul-Haq, JI or JUI wanted to implement on the country. What Pakistan needs to day is implementation of laws without discriminating any section of population. Fire judges like CJ Abu Taliban asap.
