They can't seal the borders because they don't have enough troops. Since the terrorists eminate from Pakistan, it is Pakistan's responsibility to take them out. As for being India's friend...this is the textbook line of attack of any Paki who is challenged from their traditional views which have been embedded in them since childhood.
