simple! draw layout of ur website. get the ingredients fromfrom sum other gud site preheat oven at 250 degreeC.. burn a cd of those contents add the layout stir it and leave it for twenty minutes. add macromedia or other media contents if you wnt to leave it in the oven for 45 minutes. garnish with some forums and contact us details and serve to any good web hosting service

do you have microsoft frontpage in ur PC? if u donno, go to start-->run--> type in frontpg.exe

if something opens up, that is frontpage... treat it like MS word and start designing / play around with it.. and then save the page as .htm file.... that will be ur webpage

If you have a Yahoo account you get some webspace with it (formerly Geocities). Plus they also have website making tools that can come in handy. If you need help with specific issues you can post them here and someone will help.
