Allah Says in the Holy Quran Chapter 4 Surah Nisaa verse 4:
4 And give the women (on marriage) their dower (mehr) as a free gift; but if they of their own good pleasure remit any part of it to you, take it and enjoy it with right good cheer.

This trend of giving "Quran" and a "promise for hajj" as Mahr is common in Iran and Iraq. But in Pakistan, mahr is always monetary - it is never anything else. In fact, most people here do not even know that Mahr can be anything other than money and would be extremely surprised if they were told that someone got Quran as mahr!

My mehr was minimal (rs.5000rs) and I cared least about it. My ILs added all the gold they gifted me as mehr-e-muajjal on their own wish later but all I asked was a token for mehr so that part of the form is not left empty. I was more concerned about having the right for khula instead !

I don't think you need to be concern about what other people will think - you can ask the maulvi sahab to not mention haq meher out loud at the nikah. Ours was not mentioned out loud, the maulvi sahab just said something like "the amount that's decided between the bride and the groom".
And honestly, both husband and I didn't even deal with this. Ours was a love marriage and I understand haq meher's significance but I didn't wanna get involved. It was decided by both set of parents.

Mine was £2500, it was decided by my taya and father in law. But i havent taken it nor asked for it. Me and the hubby left it to the elders to decide. My mil wasnt very happy with the amount, but yeh
