How do you view Gen.Niazi?

As a scapegoat? or as a traitor?

I read recently read  that he was almost  duped by Gen.Jacob .Moreover india had just  3,000 soldiers outside Dhaka and Mr.Niazi had 30,000 soldiers!!!
