Can someone please advise me and guide me on how to make an official complaint of something extremely serious to the govt officials and how to get the matter to their attn.
Any contact info or details of procedures to follow will be much appreciated as this is really urgent.

depends who you wanna complain against.
if it’s against Zardari go to Nao Dero LArkana, (all complaints must be delivered in person. )
against Altaf Go to 90 Karachi. (all complaints must be delivered in person. )
against NS go to KSA (all complaints must be delivered in person. )
against Musharaf go to white house (they will collect it from you once you are delivered at Gitmo)
against CJ .. go to the long march and deliver it to any group of people wearing black jackets and shouting slogans.
and if it’s regarding ISSUES related to COMMON people… offer 5 times prayers a day and after every prayer make DUA. 
The way is to be aware under which ministry’s scope the problem concerned falls.
Once you identify the ministry (for eg human traficking could fall under Ministry of Laour, Manpower if the complaint is about illegal immigration rackets and under Minsitry of Law, Justice and Human Rights if its about kidnapped people and so on), then write to the concerned ministry either to the Minister in charge or the Federal Secretary concerned with the dept. The addresses are mostly in Islamabad at the Secretariat where the offices are.
